rural roadside ditches=garbage dump?

charging people for use of local landfills has resulted in garbage being dumped everywhere.

My relative from Europe visited Canada in the 70's and at that time was impressed by how clean and organized our cities and roads were.  He visited again earlier this year and was shocked to see how much garbage there is along the sides of our highways, in ditches and in our industrial parking lots.  

Last year, I travelled and visited 22 countries around the world, from South and Central America to Europe.  Toronto and southern Ontario are definitely in the top 5 dirtiest places that I visited.  

So, what are we going to do about  this?  if we continue to charge people when they want to use the dump, they will simply go somewhere dark and empty their trunks onto the side of the road.  

What will the cleanup cost be when we decide to pick up all this trash and move it to the dump? (not to mention the environmental impact of having all this stuff leaching into our ditches and sewers).

Why have Ontarians become so tolerant of all this visible garbage?
